Though the two Papers in the volume cannot be considered as efforts to fill the vacuum, they are expected to stimulate further research and policy action in India. The first paper reviews the existing structure of Panchayat Finance in a historical context, and discusses the important principles and problems of inter-governmental transfers in the Indian federal polity in the context of the Constitutional Amendments and the 10th Finance Commission’s recommendations. The second paper focuses attention on the conceptual and operational problems before the State Finance Commissions in relation to Panchayat functions and finance.
